Pre-Convention Bulletin 1

Purpose:
The purpose of our District Convention is to hear reports on the work of the Church in our District and Synod; to direct future work we will do together as a District; to elect and direct officers, board and committees for the purpose of effectively carrying out our Lord's mandate to make disciples of all nations. It is a time of fellowship and spiritual uplifting as we With Great Boldness ... Call on His Name.

The Board of Directors, at their meeting October 19, will review the agenda of a two day convention starting Sunday, June 1, 2003, with afternoon registration and the Opening Service of Holy Communion at host congregation, Messiah Lutheran Church, Waterloo. If the Board approves the agenda, the Closing Worship and Installation of Officers would be held Tuesday, June 3rd at 5:30 p.m. with adjournment at 6:00 p.m.

Theme and Essayist:
Rev. Peter Berg has accepted the invitation to serve as Bible study leader/essayist based on the book of Hebrews. Rev. Berg is a 1974 graduate of Wisconsin Lutheran Seminary, Mequon, Wisconsin. He has previously served parishes in Missouri and California. Since 1991 he has served as senior pastor of St. Peter Evangelical Lutheran Church, Plymouth, Michigan. Rev. Berg has articles published in the theological journals, Logia , Gottesdienst , and The Bride of Christ . He and his wife Susan, a preschool teacher, have six children, two daughters and four sons.


Assessment:
Remember to include your congregational assessment for the upcoming District Convention in your budgets for 2003. Assessment rates will be approximately $5.32 per communicant member ( preliminary figure ).

Local Arrangements Committee:
Your Local Arrangements Committee members are: Mr. Mark Huehnergard, Rev. Kevin Walrath, Mr. Bill Long, Mrs. Alice Bromberg, Mr. Curtis Schaffer, Mr. Roy Schmitt, Mrs. Udi Scott, and Mr. Ron Steer.

Convention Deadlines
Official Ballot Nominations forms have been mailed for the Board of Directors and must be returned to the Nominating Committee by December 1, 2002.

Lay Delegate Credentials
Lay Delegate Credential forms and Pastoral Delegate (for those congregations with more than one pastor) are included with this mailing and must be returned to the District Office by December 1st, duly signed by the officials of the congregation as indicated on the form. Without a signed credential form your delegate is not eligible to vote at the convention.

Circuit Counsellors
Official Ballot for Nominations form included with this mailing must be returned by February 1, 2003. Note: The East District Handbook (1.42B) states that for all elective offices, with the exception of the office of President, the incumbent is limited to two successive three-year terms for the same office, after which there shall be a three-year period of ineligibility for that same office. (1.42C) One-half or more of a term shall be regarded as a full term under limited tenure rules. Therefore, the following clergy are not eligible for re-election as Circuit Counsellor:  Rev. CONVENTION LENGTH

The Board of Directors has approved a 2 day convention . With the limited business that appears to be before us, this shorter convention will serve to cut expenses. It will begin June 1 st with Registration at the hotel from 3:00-5:30pm. Divine Worship with Holy Communion at Messiah Lutheran Church , Waterloo begins at 7:00pm. Transportation will be provided from the hotel to Messiah for Divine Worship. Late registration will be at the hotel from 9:00-10:00pm
. Adjournment is scheduled for 6:00pm June 3 rd .

ASSESSMENT


In the first Pre-Convention Bulletin there was a preliminary estimated assessment. That figure has been revised. The approximate assessment is $4.97 per communicant member. Please share this preliminary figure with your councils so they can budget accordingly.

PRAYERS


Please keep all those who are working on the preparations for the convention, the delegates, essayist Rev. Peter Berg, and District staff in your prayers as the convention draws closer.

O Almighty Father, without whom we can do nothing, with boldness we approach You, mercifully accept our prayers on behalf of those working on the preparations for the upcoming convention, especially the local arrangement committee and the District staff, that all their efforts may, with Your blessing, be pleasing in Your sight and beneficial to Your people; through Jesus Christ, Your Son, our Lord, who lives and reigns with You and the Holy Spirit, one God, now, and forever. Amen.

RESOLUTIONS

Convention Resolutions prepared by the Committees to be presented to the convention, are enclosed with this mailing for all pastors and lay delegates. Please review and insert them into your Convention Workbook.

A binder will be provided when you register.

Resolutions Committees
The Resolutions Committees will meet Sunday, June 1 st beginning at 3:00 p.m. Bylaw 2.38D. states that the committees, " shall be open to any member of a voting or advisory congregation of the Synod, who may appear and speak to the matter. " Please contact the Committee Chairman, as listed below, prior to Sunday, June 1 st to set a designated time to speak to a particular matter.

Emergency Telephone Number
The convention will be held at the Waterloo Inn, Waterloo, 1 st to 3 rd June.
The telephone number at the hotel, in case of emergency, is 519-884-0220 ext 228. You may wish to leave this number with your family or in the case of Pastors, with your head Elder. This number will be answered in the temporary district office set up in the hotel. We will attempt to get messages to you as quickly as possible.

CHECK-IN


When you arrive, please go to the front desk of the Waterloo Inn, get your room and drop off your luggage. Check-in time at the hotel is 3:00 p.m.

CREDENTIALS


If your congregation has not yet submitted a credential form or if you have last minute changes, please be sure to bring a credential form, signed by two officers , to entitle your delegate to vote.

MEMORIAL & CLOSING SERVICES

A memorial service for those servants of the Word and wives of pastors who were called to eternal glory during t6he preceding three years will be held at 3:45, Monday, June 2 nd at the convention.
